Covid Progressivism

Mercifully, this is not how governments behave when the issue is travel, plumbing, or beans. In the case of COVID, however, it absolutely has been. Since the pandemic started, we have been told that masks were useless and that they were imperative; that protests were disastrous super-spreader events and that they were safe and necessary; that the lab-leak theory was racist, conspiracist nonsense and that it was the most plausible explanation; that any vaccine that was developed while Donald Trump was president was likely to be rushed and dangerous and that to refuse to take such a vaccine is death-cult-like behavior. It is true, of course, that “science” doesn’t care about any of this vacillation — SARS-CoV-2 will ravage your unvaccinated body without the slightest care for why you declined to protect yourself from it. It is also true, though, that when diametrically opposed theories are sold to the public under science’s auspices, people will quickly switch off. Figures such as Graham can snark as much as they wish about the beautiful immutability of the truth, but the reality is that, outside of a few kooks, the many Americans at whom those barbs are aimed are not really rejecting “science” so much as they are rejecting the people who have glued themselves to it as a means by which to accumulate more power.

That rejection is likely to survive the end of the pandemic. Indeed, if this trend continues, it will take a long time for American progressivism to recover from the fallout. In its Wilsonian form, progressivism is a system in which the elected branches attempt to permanently outsource many of the country’s key political decisions to an ostensibly disinterested technocracy. When that technocracy is trusted, as it was for a while in the early 20th century and again in the 1950s and early to mid 1960s, those attempts enjoy a sufficient degree of support. When that technocracy is not trusted, as was the case after the fall of Robert McNamara and during the malaise-ridden 1970s, those attempts create a mighty backlash. In the long run, progressivism will always fail, because it is incompatible with human nature and because it is simply not possible to abolish politics, but it can work for a short while, providing that its technocrats have the discipline to prioritize science as a neutral process over “science” as a deceptive buzzword. Unfortunately for today’s progressives, the technocrats of this era chose precisely the opposite course.




The Cost of Politicizing Science

The politicization of science leads to a loss of confidence in science as an institution. The distrust may be justified but leaves a vacuum, often filled by a “much more superstitious approach to knowledge.” To such superstition Mr. Ridley attributes public resistance to technologies such as genetically modified food, nuclear power—and vaccines.

“Conformity,” Mr. Ridley says, “is the enemy of scientific progress, which depends on disagreement and challenge. Science is the belief in the ignorance of experts, as [the physicist Richard] Feynman put it.” Mr. Ridley reserves his bluntest criticism for “science as a profession,” which he says has become “rather off-puttingly arrogant and political, permeated by motivated reasoning and confirmation bias.” Increasing numbers of scientists “seem to fall prey to groupthink, and the process of peer-reviewing and publishing allows dogmatic gate-keeping to get in the way of new ideas and open-minded challenge.”

He notes that WHO’s primary task is forestalling pandemics. Yet in 2015 it “put out a statement saying that the greatest threat to human health in the 21st century is climate change. Now that, to me, suggests an organization not focused on the day job.”

In Mr. Ridley’s view, the scientific establishment has always had a tendency “to turn into a church, enforcing obedience to the latest dogma and expelling heretics and blasphemers.” This tendency was previously kept in check by the fragmented nature of the scientific enterprise: Prof. A at one university built his career by saying that Prof. B’s ideas somewhere else were wrong. In the age of social media, however, “the space for heterodoxy is evaporating.” So those who believe in science as philosophy are increasingly estranged from science as an institution. It’s sure to be a costly divorce.

Framing Speculation as Proof

He asks: “If you think biological complexity can come about through unplanned emergence and not need an intelligent designer, then why would you think human society needs an ‘intelligent government’?” Science as an institution has “a naive belief that if only scientists were in charge, they would run the world well.” Perhaps that’s what politicians mean when they declare that they “believe in science.” As we’ve seen during the pandemic, science can be a source of power.

But there’s a “tension between scientists wanting to present a unified and authoritative voice,” on the one hand, and science-as-philosophy, which is obligated to “remain open-minded and be prepared to change its mind.” Mr. Ridley fears “that the pandemic has, for the first time, seriously politicized epidemiology.” It’s partly “the fault of outside commentators” who hustle scientists in political directions. “I think it’s also the fault of epidemiologists themselves, deliberately publishing things that fit with their political prejudices or ignoring things that don’t.”

One motivation: Pessimism sells. “You don’t get blamed for being too pessimistic, but you do get attention. It’s like climate science. Modeled forecasts of a future that is scary is much more likely to get you on television.” Mr. Ridley invokes Michael Crichton, the late science-fiction novelist, who hated the tendency to describe the outcomes of models in words that imply they are the “results” of an experiment. That frames speculation as if it were proof.




The Ignorance of Experts

Seeing science as a game of guess-and-test clarifies what has been happening these past months. Science is not about pronouncing with certainty on the known facts of the world; it is about exploring the unknown by testing guesses, some of which prove wrong.

Bad practice can corrupt all stages of the process. Some scientists fall so in love with their guesses that they fail to test them against evidence. They just compute the consequences and stop there. Mathematical models are elaborate, formal guesses, and there has been a disturbing tendency in recent years to describe their output with words like data, result or outcome. They are nothing of the sort.

As Philip Tetlock of the University of Pennsylvania and others have shown, forecasting economic, meteorological or epidemiological events more than a short time ahead continues to prove frustratingly hard, and experts are sometimes worse at it than amateurs, because they overemphasize their pet causal theories.

As this example illustrates, one of the hardest questions a science commentator faces is when to take a heretic seriously. It’s tempting for established scientists to use arguments from authority to dismiss reasonable challenges, but not every maverick is a new Galileo. As the astronomer Carl Sagan once put it, “Too much openness and you accept every notion, idea and hypothesis—which is tantamount to knowing nothing. Too much skepticism—especially rejection of new ideas before they are adequately tested—and you’re not only unpleasantly grumpy, but also closed to the advance of science.” In other words, as some wit once put it, don’t be so open-minded that your brains fall out.

The health of science depends on tolerating, even encouraging, at least some disagreement. In practice, science is prevented from turning into religion not by asking scientists to challenge their own theories but by getting them to challenge each other, sometimes with gusto. Where science becomes political, as in climate change and Covid-19, this diversity of opinion is sometimes extinguished in the pursuit of a consensus to present to a politician or a press conference, and to deny the oxygen of publicity to cranks. This year has driven home as never before the message that there is no such thing as “the science”; there are different scientific views on how to suppress the virus.

Anthony Fauci, the chief scientific adviser in the U.S., was adamant in the spring that a lockdown was necessary and continues to defend the policy. His equivalent in Sweden, Anders Tegnell, by contrast, had insisted that his country would not impose a formal lockdown and would keep borders, schools, restaurants and fitness centers open while encouraging voluntary social distancing. At first, Dr. Tegnell’s experiment looked foolish as Sweden’s case load increased. Now, with cases low and the Swedish economy in much better health than other countries, he looks wise. Both are good scientists looking at similar evidence, but they came to different conclusions.

A replication crisis has shocked psychology and medicine in recent years, with many scientific conclusions proving impossible to replicate because they were rushed into print with “publication bias” in favor of marginally and accidentally significant results. As the psychologist Stuart Ritchie of Kings College London argues in his new book, “Science Fictions: Exposing Fraud, Bias, Negligence and Hype in Science,” unreliable and even fraudulent papers are now known to lie behind some influential theories.

Prof. Ritchie argues that the way scientists are funded, published and promoted is corrupting: “Peer review is far from the guarantee of reliability it is cracked up to be, while the system of publication that’s supposed to be a crucial strength of science has become its Achilles heel.” He says that we have “ended up with a scientific system that doesn’t just overlook our human foibles but amplifies them.”

At times, people with great expertise have been humiliated during this pandemic by the way the virus has defied their predictions. Feynman also said: “Science is the belief in the ignorance of experts.” But a theoretical physicist can afford such a view; it is not much comfort to an ordinary person trying to stay safe during the pandemic or a politician looking for advice on how to prevent the spread of the virus. Organized science is indeed able to distill sufficient expertise out of debate in such a way as to solve practical problems. It does so imperfectly, and with wrong turns, but it still does so.

The Excitement Bias

From Unheard, Why We Stopped Trusting Experts:

Ritchie’s section on bias also includes a clear account of some technical elements of statistical reasoning, failures to adhere to which are Ritchie classes as “analytic biases.” These biases include things like only reporting a portion of collected data, excluding certain data points for arbitrary reasons, and deciding whether or not to continue looking for data based on initial results. These biases can in fact creep into a scientist’s work rather innocently, based merely on their conviction that their hypothesis is correct — the “bias” in question.

Serious though this is, there is also something more specifically pernicious about the replication crisis in psychology. We saw that the bias in psychological research is in favour of publishing exciting results. An exciting result in psychology is one that tells us that something has a large effect on people’s behavior. And the things that the studies that have failed to replicate have found to have large effects on people’s behavior are not necessarily things that ought to affect people’s behaviour, were those people rational. Think of the studies I mentioned above: a mess makes people more prejudiced; a random assignment of roles makes people sadistic; a list of words makes people walk at a different speed; a strange pose makes people more confident. And so on.

All of these studies involve odd effects from environmental cues. Taken together, they suggest an image of human behaviour which is highly irrational and highly manipulable. This is, in fact, the image of human behaviour which I think a great many educated people hold at the moment.

The most prominent of the EPA’s myriad boards of outside advisers are the Science Advisory Board and the Clean Air Scientific Advisory Committee, or CASAC. Mostly made up of university professors, these boards also frequently draw members from consulting firms and activist groups. Only rarely do members have backgrounds in industry. All EPA boards are governed by the Federal Advisory Committee Act, which requires that they be balanced and unbiased. While the EPA is required by law to convene the SAB and CASAC, the agency is not bound by law to heed their advice.

In 1996 two-thirds of the CASAC panel had no financial connection to the EPA. By the mid-2000s, the agency had entirely flipped the composition of the advisory board so two-thirds of its members were agency grantees. Lo and behold, CASAC suddenly agreed with the EPA’s leadership that fine particulates in outdoor air kill. During the Obama years, the EPA packed the CASAC panel. Twenty-four of its 26 members are now agency grantees, with some listed as principal investigators on EPA research grants worth more than $220 million.

This is the consequence of political consensus ruling over scientific inquiry. Scientific objectivity is thwarted by intellectual McCarthyism. Dissent is demonized, careers are destroyed.  It is more like religious fanaticism than science.  Yet they have been able to brand the right with the pejorative of being anti-science.  Moral superiority justifies illiberalism. Obvious conflicts of interests are ignored.
