It suggests no one is expecting the Palestinians to be able to control themselves — that it must be accepted, like death or taxes, that a certain percentage of them are just going to continue directing violence at Jews and there’s nothing to be done about it. Such inevitable behavior, therefore, can not be considered a violation of an agreement to stop such behavior.
On the other hand, an airstrike by Israel in response is widely considered a breach and an unacceptable escalation of violence.

It seems to me the only way one can have it both ways, here, is if one accepts the premise that the Palestinians are incapable of civilized behavior. If that’s the case, one can’t expect the target of these uncivilized barbarians not to defend themselves and to try and eliminate the problem.
However, if the Palestinians are civilized enough to create and sustain a viable, civilized state, they must be held to the same behavioral standards as the rest of the civilized world.

If they can do it, let them prove it. If they can’t the world needs to step out of Israel’s way and let her solve her problem. The barbarians are, after all, at HER gates.
